Felicia J. Phillips received her Masters in Environmental Management from Samford University in 1995. She is certified through the American Board of Industrial Hygiene and the Board of Certified Safety Professionals. She serves on the Board of Advisors for the Deep South Center for Occupational Health and Safety. Ms. Phillips is Lead Industrial Hygienist for Bechtel Jacobs (BJC) Balance of Program Completion Projects located at Oak Ridge National Laboratories, Y-12 National Security Complex, and East Tennessee Technology Park. Ms. Phillips provides industrial hygiene oversight to supervisors and subcontractors in the implementation of BJC’s Integrated Safety Management System (ISMS) and adherence to contractual environmental, safety and health requirements. She daily monitors work practices of subcontractors and self-performed work. She conducts and/or participates in health related accident/incident investigations. Felicia provides technical support to project management teams for implementation of applicable regulatory requirements, procedures and standards for industrial hygiene. She also provides technical oversight and expertise regarding industrial hygiene sampling and analysis and is the Respiratory Protection Program Administrator.
Ms. Phillips was previously employed with Technical Micronics Control, Inc. as Laboratory Manager and Safety Director. She was responsible for conducting comprehensive workplace health, safety and environmental surveys, performs job hazard analyses, and overall management for the hazardous waste management program.
Ms. Phillips also worked as Senior Industrial Hygienist at NASA’s Marshall Space Flight Center (MSFC). During her tenure at MSFC she was responsible for OSHA compliance, encompassing program development, training, workplace hazard assessments, and health and safety plans and procedure reviews. She performed indoor air contaminant assessments, quantifications, and remediation. Ms. Phillips was integral in establishing and implementing the MSFC respiratory protection program that is currently in place.
